PART I EXAM: 2000-2001
DIRECTIONS: Use a #2
pencils on all parts of the answer sheet and mark as indicated at the top of
the answer sheet. Be extremely careful
in making marks because the machine is super-sensitive, and be certain to erase
all
marks
completely. Be certain to "bubble
in" your Social Security number and your name. Be certain to mark it as the "Part I" exam. Leave blank the sections entitled: Code,
Test Form, and Exam Number. Fill out
the information in the upper right-hand corner of the answer sheet.
This is an open-book
exam, but please make your first attempt to answer the questions on your own.

1. At the pregame meeting, officials will talk with coaches and
captains about sportsmanship.
2. When a player is required by rule to leave the game before
the first of multiple free throws, only the sub for the leaving player may
enter immediately.
3. Socks have the same restrictions in regard to manufacturer's
logos as other parts of the uniform.
4. Each team is allowed three full timeouts and two 20-second
timeouts during regulation play.
5. It is illegal for a player to place his hand on the ring in
order to gain an advantage.
6. It is basket interference when B1 deliberately strikes the
backboard, and A1's try is in the cylinder above the basket.
7. It is legal to have shadow lines for the 2-inch division
line.
8. It is not longer necessary for contact to be on the
"front of the torso" when judging block/charge situations.
9. A tap is considered the same as a try throughout the game.
10. While the ball remains
live, a loose ball always remains in control of the team who last had control,
unless it is a try or a tap for goal.
11. Neither a team nor any
player is ever in control during a dead ball, jump ball, throw-in, or when the
ball is in flight during a try or tap for goal.
12. The jump ball, throw-in,
and the free throw are the only methods of getting a dead ball live.
13. It is not possible for a
player to travel during a dribble.
14. A ball in flight has the
same relationship to the frontcourt or backcourt, or inbounds or out-of-bounds,
as when it last touched a person or the floor.
15. Personal fouls always
involve illegal contact and occur during a live ball -- except a common by or
on an airborne shooter.
16. Penalties for fouls are
administered in the order in which they occur.
17. A live-ball foul by the
offense or the expiration of time for a period causes the ball to become dead immediately
unless the ball is in flight during a try or a tap for goal.
18. The ball becomes dead
immediately when a player-control foul occurs.
19. Any free-throw violation
by the offense causes the ball to become dead immediately.
20. "Continuous
motion" applies to both tries and taps for field goals and free throws.
21. "Continuous
motion" has no significance unless there is a foul by the defense during
the interval between the start of the try and the release of the ball.
22. Whether the clock is
running or is stopped has no influence on the counting of a goal.
23. A ball which touches the
front face or edges of the backboard is treated the same as touching the floor
inbounds.
24. When the ball touches
the thrower's backboard, it does not constitute a part of the dribble.
25. If the ball goes through
the basket before or after a player-control foul, the goal shall not be
counted.
26. For the 2000-2001
season, the coaching box extends the length of each team's bench area.
27. While a try that has been partially blocked by B1 is in
flight, the signal sounds to end the quarter and the ball enters the
basket. The goal should not be allowed.
28. A1 receives a pass with
both feet on the floor and then jumps.
While airborne, A1 drops the ball, returns to the floor, and is the
first player to touch the ball. This is
traveling.
29. Airborne shooter A1
intentionally fouls B1 and the shot is good.
This is a player control foul and the basket is disallowed.
30. As the official
administering the throw-in bounces the ball A1 and before she catches the ball,
B2 fouls A2. This is a personal foul.
31. Following a successful
field goal, B1 has possession of the ball for a throw-in when A1 fouls B2 for a
common foul. Team B is allowed to
"run the endline".
32. Prior to dribbling, A1
jumps to shoot, fumbles the ball while airborne, then returns to the floor and
begins dribbling. This is legal.
33. On a backcourt throw-in
the ball is passed toward the frontcourt.
A3 jumps from the frontcourt and while airborne bats the ball into the
backcourt where A2 catches it. This is
a backcourt violation.
34. A1 is holding the ball
and the closely-guarded count is at "2" when she fumbles the ball and
then regains possession. A new
closely-guarded count should begin.
35. Following a
player-control foul, the official is ready to administer a throw-in, but Team B
players are huddling and no player is available to take the ball. This is a technical foul for delay of game.
36. Clearly after a
player-control foul has been called, B2 touches the ball while it is in the
cylinder. The foul should be charged
and no basket interference should be ruled.
37. A1 is fouled on a
successful try, and Team B is granted a 30-second timeout before the free throw
attempt. After the timeout, the official
erroneously awards the ball to Team A and the ball is inbounded to A2 who is fouled after catching the ball for a
common foul. If the error is discovered
at this time, A1 should get a free throw with play resuming on the shot.
38. A1 is dribbling in the
frontcourt when B1 bats the dribble, and the ball is caught by A2 who is
straddling the division line. This is a
backcourt violation.
39. Three minutes before the
game, Team B adds a player to the scoreboook and a technical foul is
assessed. Just before the toss it is
discovered that two of B's designated starters are not starting. No additional penalties will be assessed.
40. On a throw-in B1 reaches
through the plane of the boundary line and an official warning is given, and
later in the game B2 commits the same violation. B2 should be charged with a technical foul.
41. A1's throw-in is
deflected by B1 and lodges between the rim and the backboard. The alternating possession procedure should
be used to resume play.
42. A1 establishes the right
foot as the pivot foot. A1 steps with the left foot and before releasing the
ball on a pass, picks up the right foot.
This is a traveling violation.
43. A1 is fouled and Team A
is erroneously given the ball for a throw-in.
B1 intercepts the throw-in and fumbles the ball back to A2. If the error is discovered now, A1 should be
given free throws with no one on the lane line, and play will resume from the
point of interruption.
44. As the official is ready
to administer the first of two free throws, she notices that the bottom lane
spaces are not occupied by Team B players.
When Team B ignores her instructions, she should charge them with a
technical foul for delay of game.
45. During pregame warmup,
two players from the home team are wearing undershirts with a manufacturer's
logo on the sleeve. These players may
not participate until undershirts are removed.
46. Following a jump ball,
the tapped ball is touched simultaneously by A2 and B2 and deflected out of
bounds with no one gaining control.
There should be a re-jump involving the original jumpers.
47. B1 commits a flagrant
personal foul and is disqualified. The
coach of Team B sends B6 to replace B1 and B7 to replace B2. Both subs should be beckoned into the game
immediately.
48. A1 and B1 are involved in
the jump ball to begin the game. A1
taps the ball and B1 catches the ball before the jump ball ends. Team A gets the ball and the arrow is set in
the direction of A's basket.
49. A1 and B1 fight and A6
and B6 come off the bench. A6 does not
fight, but B6 does. A6 and B6 should be
charged with flagrant technical fouls, each coach is assessed one indirect
technical foul, two team foul are charged to each team, no free throws are
shot, and play resumes according to the alternating possession procedure.
50. While A1's successful
try is in flight, A2 fouls B2. Since
Team B is not in the bonus, their throw-in is a designated spot throw-in.
51. While A1's first attempt
of a one-and-one is in flight, the lead official notices that a Team A player
is occupying one of the bottom lane spaces.
This is a double free throw violation.
52. When there is an
inadvertent whistle during an interrupted dribble, the game should be resumed
according to the alternating possession procedure.
53. A1 throws the ball
toward his basket from behind the 3-point line. B1 jumps and deflects the ball into the basket. Team A should be awarded three points.
54. While A1 has the ball
out-of-bounds under the alternating possession procedure, A1 breaks the
boundary plane with the ball and B1 grabs the ball causing a held ball. Team A should retain possession.
55. While the ball is in the
air for the jump ball to begin the game, A2 intentionally fouls B2. The possession arrow should be set when the
ball is placed at the disposal of B2 for the first free throw.
56. As A1 is shooting the
first of two free throws, a double violation is called. The first free throw is cancelled and the
game will resume normally after the second attempt.
57. As the official is ready
to place the ball at the disposal of A1 for a throw-in, she notices that Team A
has six players on the court. A
technical foul should be assessed.
58. B1 is within 6 feet of
A1 who is holding the ball, and A2 is standing between A1 and B1. A closely-guarded count should begin.
59. Team A is assessed a
technical foul prior to the game.
Following the first free throw, A6 reports to the table to substitute
for A5. The sub should be beckoned into
the game.
60. While A1 is in the act
of shooting but before he releases the free throw, B4 enters the lane and the
official inadvertently sounds his whistle.
If A1 continues the free throw and it is successful, the point should
count.
61. A1 passes to A2 and as
A2 attempt to return the pass, the ball hits an official. It is a dribble violation when A1 picks up
the ball and begins to dribble.
62. Following a field goal
by Team A, B1 runs the endline and jumps across the boundary plane. When the pass is released, airborne B1 is 3
feet inside the boundary plane. This is
a throw-in violation.
63. Following Team A's field
goal, B1's throw-in is touched by B2 and is rolling free in the backcourt. The 10-second count should begin as soon as
B2 touches the ball.
64. A1, who is in the
backcourt, throws the ball into the frontcourt where it strikes an official and
rebounds into the backcourt once again.
When A2 picks up the ball, it is a backcourt violation.
65. A1 is attempting a free
throw when an official rules B1 to have committed a disconcerting act. When the throw does not hit the ring, A1 should
be given a substitute throw.
66. While A1 is in the act
of shooting but before the ball is released, there is a double foul
called. When A1's attempt is
successful, the official should cancel the score and should resume play with
the alternating possession procedure.
67. When the official is
ready to place the ball at the disposal of A1 for a free throw and A1 is not in
the semicircle, A1 should be charged with a technical foul.
68. Airborne shooter A1
fouls B1; and prior to the foul, B2 goal tends A1's try. The basket should count and A1 should be
charged with a player-control foul.
69. As the official bounces
the ball to A1 for a throw-in but before A1 catches the ball, B1 asks for a
timeout. The request should be ignored.
70. The official erroneously
announced "one-and-one" instead of "two shots". A1 misses the attempt and the scorer sounds
the horn to notify the officials of the error.
A1 should be awarded a second throw and the game should be resumed
normally after this throw.
71. As the lead official is
ready to administer a one-and-one free throw, Team B is huddling with the coach
and fails to respond to the official's whistle. Team B should be charged with a technical foul.
72. Following a violation,
thrower-in A1 jumps so that one foot is over the designated spot, but his body
is beyond the boundary plane. This is a
legal throw-in.
73. A6 and B6 are at the
scorer's table when B5 commits her fifth foul on the shooter. Both subs should be beckoned into the game
immediately.
74. A1 ends her dribble and
jumps to shoot. While airborne, A1
fumbles the ball, recovers the ball, returns to the floor, and begins to
dribble. This is a dribble violation.
75. After Team A's violation
they request a timeout. The official erroneously
resumes play by awarding the ball to team A, and as A2 is dribbling upcourt,
the official recognizes his mistake.
The ball should be given to Team B at the original throw-in spot and any
elapsed time should be put back on the clock.
76. A1 has the ball for a
throw-in with less than 3/10 of a second on the game clock. A2 catches the ball and is fouled attempting
to shoot. A2 should be given two free
throws.
77. A1's throw-in is
directly above the basket in the imaginary cylinder when B1 touches the
ball. This is basket interference.
78. There is no penalty when
A5 changes his jersey number at halftime and reports that change to the scorer
and to the officials.
79. Following a field goal
by Team B, B1 reaches through the boundary plane and deflects a pass from A1 to
A2 on the end line. The official should
charge Team B with a technical foul and should issue a team warning.
80. While in the act of
shooting but before the free throw is released, there is a double foul called -
and the throw is good. The official
should cancel the free throw and readminister it with no players along the lane
line, and should resume play according to the alternating possession procedure.
81. A1 is injured after
being fouled with Team A in the bonus, and A6 is beckoned into the game for
A1. Before entering the semicircle, the
coach for Team A sends A7 to the table to substitute for A6. This substitution should not be allowed.
82. On a throw-in following
a field goal, the defensive team is given a warning for breaking the boundary
plane. The throw-in to resume play is a
designated-spot throw-in.
83. After the horn sounds to
start the overtime, Team A who has used up all its timeouts in regulation play
requests a timeout. This request should
be granted since each team is given one additional timeout out during each
extra period.
84. B6 reports to the scorer
and it is noticed that she is wearing a different number than the one listed in
the scorebook. The coach and officials are notified while B6 is waiting to enter, and
the coach for Team B sends B6 back to the bench. The official should tell the scorer to change the number and
should assess a technical foul to Team B.
85. Ten minutes before the
start of the game the Referee discovers that two members of Team A are wearing
the same number. A technical foul
should be charged to the second player listed with that number.
86. As A1 enters the
semicircle before attempting one free throw, the official notices that A1's
shirt tail is out of his pants. The
official should have A1 attempt the throw with no players lined up along the line, and A1 should be sent to the bench after
the throw.
87. As A2 cuts behind A1 who
is holding the ball, A1 pivots into B2's path so that B2 can not stop or change
direction. When a foul occurs the
official should charge A1 with an illegal screen.
88. It is legal when the
thrower on a throw-in steps on the boundary line but does not break the inside
edge of the end line.
89. Team A submits is squad
list and starters at least 10 minutes before the start of the game. After the 10-minute mark Team A is assessed
a technical foul when two names are added.
There is no penalty when it is discovered during the game that two
players on Team A are wearing different numbers than those in the scorebook.
90. Team A is entitled to
the ball under the alternating possession procedure, but Team B is erroneously
awarded the ball. If the mistake is
discovered while the ball is at the disposal of Team B, the error may be corrected.
91. Airborne shooter A1 fouls
B1 and the ball lodges between the backboard and the rim. The alternating possession procedure will be
used to resume play.
92. While A1 has the ball
for a designated-spot throw-in, A2 steps out-of-bounds close to A1. A2 should be assessed a technical foul for
being out-of-bounds for an unauthorized reason.
93. Following a timeout, A1
is not in the circle when the official is ready to administer a one-and-one
free throw situation. A1 should be
assessed a technical foul.
94. Thrower-in A1 reaches
through the boundary plane and pushes B1 prior to releasing the pass. A1 should be charged with a player-control
foul.
95. Following a timeout, A1
is in the semicircle to attempt a one-and-one but her teammates are huddled in
the lane. Team A should be issued a
team warning.
96. While A1 is in the act
of shooting, B2 fouls A2 and the official sounds his whistle. When A1 continues her motion and scores, the
official should cancel the score, charge the foul, and re-administer the free
throw.
97 Thrower A1 reaches the
ball through the boundary plane where B1 slaps the ball but does not dislodge
it. When B1 touches the ball, the
official should signal the timer to start the game clock.
98. While going after a
loose ball, airborne A1 throws the ball back onto the court, returns to the
court, recovers the ball, and starts dribbling. This is legal.
99. A1's throw-in under the
alternating possession procedure is caught simultaneously A2 and B2. The ball should be awarded to Team B.
100. A1 ends his dribble and
jumps to attempt a shot. When he
fumbles the ball in the air, he recovers the ball, returns to the ground, and
pivots while attempting to pass to a teammate.
This is a traveling violation.
